The evolve-last trick

A species doesn't have to stay in its final form to qualify - it just has to clear each game's Pokedex check before it evolves out of it. Kleavor is the textbook case: it can never enter Brilliant Diamond & Shining Pearl (which explicitly blocks Pokemon "that received new evolutions in Legends: Arceus") or Sword & Shield (it didn't exist yet), so it isn't on the list below. But its pre-evolution Scyther clears every game. Tour BDSP and Sword & Shield first while it's still Scyther, then evolve it into Kleavor once you reach Legends: Arceus by using a Black Augurite (no trade needed) - Legends: Z-A's Mega Dimension update added the same evolution there too. That one Scyther can pick up every Ribbon across all five games despite Kleavor itself failing two of them. The same trick works for any Pokemon whose final form is exclusive to a newer game, as long as an earlier stage clears the older ones.
